Many companies use PCI Geomatics for its GIS purposes. It is less expensive than the ArcGIS server, which usually ranges in the 6 figure zone.
Users without much GIS background in college or university can now take online courses to begin training. The cost of the course is $300 USD, slightly cheaper than some ESRI cert courses.
